Scott has served the human tissues and cells profession for nearly 40 years, first in industry and later as a federal regulator. Beginning in 1986, he acquired 18 years of practical experience involving organ donation and tissue banking while holding management positions at Virginia Tissue Bank/LifeNet Transplant Services, an organ procurement organization/multi-tissue bank. In 2004, Scott became Senior Vice President of Policy at the American Association of Tissue Banks (AATB) where duties during his 12-year tenure included development and management of Association policies, professional standards and their first-ever guidance documents, leading task forces, and oversight of the Accreditation Program.

In 2016, he was selected by FDA/CBER as Director of the Division of Human Tissues that resides today in the Office of Cellular Therapy and Human Tissue CMC (OCTHT) in the Office of Therapeutic Products. Before retiring from the workforce in September 2025, Scott held the position of Senior Advisor, Associate Director in OCTHT for 18 months.

He has given presentations on 5 continents, authored or co-authored more than 45 publications, and is co-editor of 3 essential guides (books) for tissues and cells that cover donation, processing, and clinical use. I am proud to have worked on numerous projects with many, knowledgeable, dedicated professional colleagues nationally and internationally.
